Introduction of Tianjin Public Procurement Center
¡¡Tianjin Public Procurement Center was founded in April 1999 which makes income and expenses itself. As a governmental institution, its main responsibilities are as following:
¡¡Carrying out related public procurement systems and laws, implementing public procurement projects;
¡¡Accepting consignation from public procurement management department, governmental institutions and some of the corporations and acting as their agent to implement the mass procurement of goods, engineering projects and services;
¡¡Organizing many kinds of public procurement activities such as public bidding, negotiations and inquiry;
¡¡Organizing assessment activities for public procurement bids and fixing the eligible supplier;
¡¡Organizing the client and suppliers to subscribe contracts and also inviting them together with the supervisor to monitor the performance of the contracts, visiting the client and suppliers;
¡¡Harmonizing the divarication during the projects;
¡¡Setting up and caring for the database of public procurement suppliers and commodities.
¡¡Now there are 30 staffers working for Tianjin Public Procurement Center who major in many different fields, namely Law, Finance, Chinese, Electronic Automatization, Computer, Information Management, Construction Engineering, Medicine and etc. In order to strengthen the restriction of each process, based on principle of ¡°Reasonable divide the work, Be helpful for supervising¡±, the Center set up 7 departments including Integration Department, Information Resources Department, Bidding Department, Bid Assessment Department, Electronic Commerce Department, Contract Implementation Department, Inner Auditing Department and etc. These Departments form a high effective closed loop.
¡¡The Center sparkplugs scientific management and passed the standard of quality management system of ISO 9001. We fixed the policy of ¡°Following the principle of ¡®Open, Fair, Impartial¡¯, continuously pursue service deepness and management efficiency. The center keeps improving the working processes and standardizing the working behaviors. The Center lays store by culture constructions and holds physical activities termly. We always try to form the atmosphere of ¡°Youthful spirit, honesty and harmony¡±. Our Center always takes people as the foremost and cares for the growth of the staff. We set up the human resource management mechanism as ¡°hard work, clear rewards and punishment, competition¡±. The Center places a great importance on informationization construction and independently developed Public Procurement Management Information System, taking the lead in electronic bid and bidding in Chinese Public Procurement field. We always try our best to provide complete and deep service.
¡¡In recent years, under the correct guidance of Tianjin Financial Bureau, Tianjin Public Procurement Center always persist in the principle of ¡°Open, Fair, Impartial, Service¡±. We try to innovate in our daily work and procure according to the laws. As a result, the procurement field is wider and the project scale is larger. Until now, the procurement fields of our center have included goods, services, engineering projects and medicine etc. The procurement scale has added up to 11billions RMB, saving almost 1.8 billion RMB. The Center has achieved noticeable social and economic benefits.
